Fontaine Brothers Chosen for Granby Public Safety Complex

The Granby Public Safety Complex committee has chosen Fontaine Brothers of Springfield as the Construction Manager for the project. The projects bid process received 12 solicitations from builders in Western and Eastern Massachusetts, Connecticut and New Hampshire. Through a scoring process five companies were pre-qualified to provide proposals on the project. Those were then ranked separately on technical merit and pricing. The combined scores determined the selected firm.

Fontaine Brothers scored the highest on technical merit and was the lowest price. Together as highest score and lowest price Fontaine Brothers was selected as the Construction Manager that would best meet Granbys needs.

Fontaine Brothers, a local builder since 1933, has constructed numerous schools in the area but more specifically Police and Fire Complex’s in East Longmeadow, Holyoke, Easthampton and Great Barrington. They bring years of experience to the project.

National Grid- Energy Solutions Services to review Granby Public Safety Complex

In an effort to ensure operational efficiency, the Granby Public Safety Complex Committee has contracted with National Grids Advanced Building Systems to review the facility. Working with the designers, engineers and builders the program will review all aspects of the building related to energy consumption. This includes insulation of the building envelope, window and door R-values, heating and cooling systems, lighting, and operational issues. Phase two of the review will project actual cost savings based on recommendations and possible energy rebates for the building.

State Highway Department approves curb cuts….

The Mass State Highway Department has issued a permit allowing the Town of Granby to proceed with plans to construct two accesses for the proposed Granby Public Safety Facility.

RFQ’s due November 19

Responses to the Town of Granby’s Request for Qualifications (RFQ), which is Phase 1 of the process in contracting for a Construction Manager at Risk (CM-R), are due by November 19, 2008. Phase 2 of the process is sending out Requests for Proposal (RFP) for a Construction Manager at Risk (CM-R). Responses to the RFP will be reviewed and a CM-R will be awarded by mid- to late-December, 2008
 

Progress Report from the Building Committee

Progress Report - October 15

The Building Committee has received approval from the Inspector General’s office to proceed with the chosen construction method. Requests for Qualifications and Requests for Proposals for Construction Management at Risk (CM-R) services are being finalized.

 

The Planning Board has closed its’ hearing on the Public Safety Complex. The Committee is waiting for site plan approval from the Planning Board.

Progress report October 1

The Building Commmittee has applied to the State for the required permission to proceed with an approvedbid/construction method. As of this Date we have not received the go ahead to put the poroject out to bed.

The Board has also appeared before the Planning Board on several occasions and is awaiting final approval from them before we can proceed.

The Fire Chief and the Police Chief have been meeting with the architect reviewing interior plans etc.

The well specifications were released and one proposal was received. in light of this the well is being re-advertised.

Site Survey Conducted.

The firm of Huntley Associates has been retained by Kaestle Boos Associates to conduct a site survey.

 

 

Application submitted to the State for Construction process approval

After consideration of the options, the Committee and Select Board have approved the construction process to be followed for the Public Safety Complex.  The application for Construction Management at Risk has been forwarded to the Inspector General of the Commonwealth of Massachusetts for approval.

 

 

Preliminary Planning Board approval

The Building committee has received preliminary approval from the Town Planning Board for the proposed design.

Architect Peer Review completed

The Architectural firm of Caolo and Bienek Associates have completed their peer review of the Needs Assessment and Feasibility Study which was completed by Kaestle Boos Associates. Their report was favorable as to the findings of Kaestle Boos. This clears the way for a contract to be negotiated with the architect for a final design.
